Who actually qualifies

Four conditions have to line up. You need at least 180 insured days within the 18 months before separation, the separation has to be involuntary, you have to be ready and willing to work, and you have to register with your local Employment Center. Miss one and the benefit disappears.

The involuntary part is where most confusion happens. Layoffs and contract expirations are obvious. What trips people up is that certain 'voluntary' resignations still count. Unpaid wages for two or more months, workplace harassment you can document, a forced schedule change that makes your life unmanageable, or the company relocating past a reasonable commute — all of those are treated as justified cause.

2026 daily amount

Your daily benefit is 60% of your average daily wage from the last three months. But there's a ceiling and a floor. For 2026 the upper limit is ₩66,000 per day and the lower limit sits at ₩64,192 per day, pegged to 80% of the minimum wage. Most office workers hit the ceiling.

How long you receive it

Duration depends on your age at separation and total insured period. Under 50 tops out at 240 days, 50 and over (or registered disabled) tops out at 270 days. Here's the full table for 2026.

Daily benefit for a ₩3,000,000 monthly salary

1.Last 3 months total wages: 3,000,000 × 3 = 9,000,000 KRW
2.Average daily wage: 9,000,000 ÷ 90 = 100,000 KRW
3.60% of average daily wage: 100,000 × 0.60 = 60,000 KRW
4.Compare to 2026 cap: 60,000 < 66,000 (cap), 60,000 < 64,192 (floor)
5.Floor applies: daily benefit = 64,192 KRW
6.Monthly estimate: 64,192 × 30 = 1,925,760 KRW

Notice how the floor kicked in. Because 60% of this worker's daily wage fell below the 2026 minimum floor, they receive the floor amount instead. If the salary were ₩3.5M or higher, the cap of ₩66,000 would apply and the monthly estimate would land near ₩1,980,000.

Applying, step by step

  • Get your 이직확인서 from the former employer — they're legally required to issue it.
  • Register online at work.go.kr as a job seeker, then book a visit to your local Employment Center within 12 months of separation.
  • Finish the short online eligibility course at ei.go.kr before your first visit — it's mandatory.
  • Attend the initial interview. A 7-day waiting period starts from registration.
  • Show up every 1 to 4 weeks for your 실업인정 session and log your job-seeking activities.

What counts as job-seeking activity

Per recognition cycle you generally need one to two activities logged. Applying to a job posting counts. So does attending a job fair, a career counseling session at the center, or a short vocational training course. Simply browsing job boards does not. Keep screenshots or confirmation emails — the counselor can ask for proof.

If you resigned but believe your reason was justified, build a paper trail before you leave. Screenshots of unpaid wage notices, emails showing the schedule change, records of harassment incidents. Bring them to your first Employment Center visit and explain the situation in writing. Many workers assume voluntary means no benefits and never even try. A significant share of those cases actually get approved when documented properly.

Fabricating job-seeking activities or collecting benefits while working is classified as 부정수급 (fraudulent claim). The penalty is harsh — immediate stop of payments, return of everything already paid, plus a fine of up to twice that amount. Repeat cases can face criminal charges. The Employment Center cross-checks employer records, so one 'helpful' friend who pretends to interview you can end the whole thing.

I quit voluntarily. Is there really no way to get benefits?

There are ways, but you need a documented reason. Wage arrears of two months or more, verifiable harassment, a commute that became impossible after the company moved, a major cut to working conditions — any of these can qualify. The center decides case by case, so bring evidence and be specific about dates and amounts.

How soon after separation should I apply?

As fast as you can. Your benefits start counting from the registration date, not the separation date, so every week you delay is a week of payments you lose. The absolute deadline is 12 months from separation, after which eligibility expires entirely even if you qualify otherwise.

Can I work part-time while receiving benefits?

Yes, but you have to report it at every recognition session. If your earnings are small, your benefit continues with an adjustment. If they exceed a threshold for the day, that day won't count toward your benefit. Hiding the work is treated as fraud, so always disclose.

What if I find a job quickly?
